So according to BHVR themselves, the "secret survivor" who's perks are in the current Jason PTB will be released later as a separate DLC from Jason, so probably will not be related to Jason. I will say, I would not be upset if that survivor turns out to be Julian from Tome 24 "The Frayed Rope". XD
