The Cheboygan Dam is "full" and the DNR is sandbagging the area. This is the low side of the dam, the top side is where the problem is. The water is <20" from the bottom of the walkway over the water flow, and Black Lake, upstream, still has 20" of ice, is higher than normal, and rain is coming.
