Governor Newsom’s budget proposal seeks to slash and delay transit and intercity rail funding, and doesn’t touch funding for highways. The Transit and Intercity Rail Capital Program is getting cut in half for FY24-25. These are the exact funds we need to provide transportation options in our cities.

This is a terrible proposal by Governor Newsom. It will keep California locked into car dependency for that much longer. Instead of balancing the budget on the back of transit, California should be slashing funding for new highway construction.

Caltrans continues to widen SR-46 between Lost Hills & Paso Robles. The next phase of construction will increase the number of cars here from 8.5k to over 14k, causing a 65% increase in CO2 emissions. Caltrans should look at rail options for connecting Paso Robles to the rest of the state.

On Dec. 29th, Caltrans filed a Notice of Exemption for the SR-91 Eastbound 2.0 project, stating that, “it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.” The project adds a second express lane for 1.5 miles in SR-91.

The Fix 5 Cascade Gateway Project would expand I-5 from four to six lanes in Redding. Caltrans says this won’t have a significant environmental impact. They reach this conclusion assuming that, despite adding capacity, VMT to would it would be without the added lanes. This is farcical.

Caltrans makes it impossible to keep informed about its climate arson. There is no single repository of all of their environmental analysis documents, not even within each district. Instead, to keep informed, folks must contact the project manager for each project. Let’s change that.

The 71/91 Interchange Project will increase CO2 emissions by 21,000 metric tons/year, a 40% increase over not building it. Instead of spending $137 million on this to increase GHG emissions, this money could go towards building transportation alternatives that don’t further our dependence on cars.

California has committed to “slashing greenhouse gas emissions 85% by 2024.” However, it continues to pour money into car infrastructure that’s going to ensure increased emissions for decades to come. Caltrans is an unapologetic climate arsonist.
