Since we have to wrap things up here at 4:00 council is passing a motion to direct staff to review the suggested amendments on the CPPS and report back to council in June 2026 on those potential amendments. That carries 9-0.

On now to section four of the CPPS bylaw: General provisions! Coun. Matt Crowley gets things started about whether or not it would be feasible to implement a maximum number of bedrooms within certain builds. He is once again bringing up concerns about rooming houses in the west end.

We're now looking at Section 3 of the draft CPP bylaw labelled "Interpretation." Coun. Duguay is asking about the boundaries between precincts. Kimble says that boundaries will be honoured and will not be considered property lines.

Coun. Lachica is saying "it would be useful" to include language around including Indigenous protocols around the CPPS process, noting it may go beyond the preconsultation guidlines set out in the bylaw itself. Kimble responds by saying that they can include this language.

We're now on to section two of the draft CPPS on Administration! 1/6 of the way through the document and halfway through the "three-hour" meeting. Coun. Duguay notes that there should be a recommendation to staff to include possible future amendments due to changes to the planning act.

We have three hours to get through the 240+ page draft CPPS bylaw this afternoon. After half an hour of councillors discussing procedure, we're now hearing from city land use planner, Caroline Kimball about the benefits of the CPPS and some of the history to how we got here.

Tensions are running fairly high already here. Coun. Parnell asked the clerk how many councillors had sent in questions and amendments before this meeting. When Coun. Lachica raised her hand, Parnell responded "You did?" which elicited another attempted point of order.

Coun. Matt Crowley is now asking about whether it would be appropriate to introduce amendments related to defining rooming houses in the CPPS, saying it's a major concern in the west end. Director Brad Appleby says that this is something staff can look into, but may require a separate study.

Earlier this week, the City of Peterborough reversed course on its decision to redact addresses of campaign donors during the 2022 municipal election which show large donations to Leal's campaign from individuals with ties to real estate and development companies in Brampton and Mississauga.

Now a motion from Coun. Bierk regarding "orphaned garbage" in the downtown, noting that property owners and businesses are facing multiple and expensive tickets for having garbage on their property that is not their own. Bierk says that this is negatively impacting the "lifeblood" of the downtown.

I may have missed something, but I genuinely do not think council voted for a final time on the CPP bylaw...there was a flurry of votes on amendments which all passed unanimously, including one from Coun. Bierk about the procedure of an extra meeting and Coun. Lachica's Climate Change 2.0 amendment.

Coun. Bierk now is saying that he wants to preemptively suspend the rules of order before the extra meeting to allow staff to prepare for the meeting, similar to how they go through the budget. Bierk is adding an "e." to suspend the rules to allow staff to prepare properly.
