I think some of the problems with Legacy can be traced back to Manlands becoming unplayable in the format. There was once a time in Legacy where Raging Ravine and Creeping Tar Pit were playable. Mishra's Factory and Treetop Village were staple win conditions when I started playing the format.

Data for Legacy since the last BnR. Oops All Spells has won more challenges than any other Legacy deck, despite being under 7% of the meta. For reference, the over-rep rate of UB Reanimator when it got Entomb banned was 1.47, so UB Tempo is pretty close to that. 1/2
