Addiction can be said to be a health issue but drug use per se is not a health issue. There's far to many folk conflating drug use with addiction, and using the terms interchangeably as if they mean the same thing. Drug use per se is not an issue.

Virtually everyone uses drugs. The so-called 'war on drugs', has conned us all, it's causing so much harm to us all. We need a new drug law that legally regulates ALL drugs - including those drugs being used in the cartoon. We can do better than continue the façade, a phoney rejection of 'drugs'.
