100% affordable project on Surplus Land at a light rail station’s parking lot. Can’t use AB2011 because the freeway is <500 feet. SB35/423 not viable because of the uncertainty around tribal consultation. So many well-intentioned laws that are kneecapped by making the perfect the enemy of the good.

I think part of the reason the State is afraid to touch this is that some big cities have been applying the wrong rent limits for years. Health & Safety Code 50053 is hard enough to parse that the general public can’t figure out what’s going on, and it will be too messy to unwind.

Just this month there was a big LA Times article about how housing in San Diego is booming while LA’s production has collapsed. Todd Gloria has pursued a lot of urbanist goals (ending free parking, preserving SD’s ADU program, reducing rents and homelessness)…and he’s at 33% approval. Really sucks.
